The Seoul Central District Court on Monday ruled that the sale of Korea Exchange Bank to private U.S. equity fund Lone Star was lawful. At the heart of the trial was whether government officials and KEB management colluded to artificially lower the bank's BIS capital adequacy ratio to legitimize the sale. The court said improprieties were committed, but there was insufficient evidence to prove that a crime was committed. Although there were suspicions,[link widoczny dla zalogowanych], the court said the defendants had to be let go for lack of evidence.
Suspicions that KEB was sold at a dumping price surfaced in early 2006,[link widoczny dla zalogowanych], and the ensuing year was marked by investigations by the financial watchdog,[link widoczny dla zalogowanych], the Board of Audit and Inspection and prosecutors. Even the National Tax Service audited foreign businesses in Korea. Those probes drew fierce criticism from some quarters abroad that Korea was "xenophobic."
Monday's ruling should shame prosecutors into thinking twice about bringing either shoddy investigative work to trial or acting on flimsy grounds to please the crowds.

An insurgent umbrella group which includes al-Qaida in Iraq, claimed Friday it carried out the parliament suicide bombing in Baghdad's Green Zone. The U.S. military has revised the death toll of the bombing sharply downward to one dead from its initial report of eight. The umbrella group,[link widoczny dla zalogowanych], calling itself the Islamic State of Iraq, said in a statement posted on a Web site that it was responsible for Thursday's suicide attack on the parliament cafeteria in the heavily fortified Green Zone. The group said "one of the heroes of the martyrs' brigade" infiltrated the area,[link widoczny dla zalogowanych], but the group delayed issuing the claim of responsibility to allow its men time to flee.
The U.S.-based SITE Institute,[link widoczny dla zalogowanych], which tracks militant postings, said the claim by the group appeared authentic.
